Amendments to H.R. 5895 - Energy and Water, Legislative Branch, and Military Construction and Veterans Affairs Appropriations Act, 2019 Amendments Made in Order under H. Res. 918: Division A - Energy & Water Collins, Chris (R-NY) – Amendment No. 1 - Increases funding for Army Corps Investigations account by $1.2 million, for a total of $129.2 million, offset by a reduction of $1.2 million in the Army Corps Expenses account.
Abraham (R-LA) – Amendment No. 2 - Increases Corps of Engineers Construction by $17,410,000 and reduces DOE Departmental Administration by the same amount.
Keating (D-MA) – Amendment No. 3 - Ensures funds for additionally considering the historic and national significance of dredging projects in allocating Army Corps additional funding.
Beyer (D-VA) – Amendment No. 4 - Strikes Sec.107, which prohibits funds from being used to require a permit for the discharge of dredged or fill material under the Federal Water Pollution Control Act.
Ruiz (D-CA) – Amendment No. 5 - Redirects $2 million within the Water and Related Resources Account toward projects with a public health benefit.
Lujan Grisham (D-NM) – Amendment No. 6 - Prioritizes funding for Bureau of Reclamation research and development projects.
DeSaulnier (D-CA) – Amendment No. 7 - Increase the Anadromous Fish Screen Program by $5 million for the purposes of making repairs to existing equipment
Mitchell (R-MI) – Amendment No. 8 - Cuts 10% from administrative expense accounts at both the Bureau of Reclamation and the Department of Energy.
Cohen (D-TN) – Amendment No. 9 - Increases funding for the Energy Efficiency and Renewable Energy account by $2 million for the SuperTruck II program.
Keating (D-MA) – Amendment No. 10 - Allocates funding for the Office of Energy Efficiency and Renewable Energy to support marine and hydrokinetic energy research and technologies.
Bonamici (D-OR), Pingree (D-ME), Perry (R-PA) – Amendment No. 11 - Increases funding for the EERE Water Power Technologies Office by $10 million.
Esty (D-CT) – Amendment No. 12 - Restores $15 million in funding to the Advanced Manufacturing Office (AMO) within the Office of Energy Efficiency & Renewable Energy (EERE).
Tsongas (D-MA), Grijalva (D-AZ), Keating (D-MA) – Amendment No. 13 - Increases Energy Efficiency and Renewable Energy by $5 million, and reduces DOE-Departmental Administration by the same amount.
Soto (D-FL) – Amendment No. 14 - Increases funding to the Cybersecurity, Energy Security, and Emergency Response program by $1,000,000 to further facilitate the Department of Energy’s effort to secure the nation’s energy infrastructure against all hazards, reduce the risks of and impacts from cyber events, and assist with restoration activities.
Soto (D-FL) – Amendment No. 15 - Increases funding to the Electricity Delivery program by $1,000,000 to further facilitate the programs aim to develop a modern power grid by advancing resilient power distribution systems, intelligent and high-efficiency grid components, and energy storage systems.
Weber (R-TX) – Amendment No. 16 - Provides for $35 million from within funds appropriated to the Office of Nuclear Energy to meet the House-passed authorization level for the Versatile Neutron Source, a fast test reactor user facility.
Esty (D-CT), Larson, John (D-CT) – Amendment No. 17 - Increases and decrease funding to Solid Oxide Fuel Cells by $20 million.
Beyer (D-VA), Esty (D-CT), Eshoo (D-CA) – Amendment No. 18 - Reduces Fossil Energy Research and Development by $28.31 million and increases Advanced Research Projects Agency-Energy by the same amount.
Smith, Lamar (R-TX) – Amendment No. 19 - Provides for $126.8 million from within funds appropriated to the Office of Science to meet House-passed authorization levels for the LINAC Coherent Light Source II High Energy Upgrade, the Proton Power Upgrade to the Spallation Neutron Source, the construction of the Spallation Neutron Source Second Target Station, and the construction of the Facility for Rare Isotope Beams; provides for full funding for the U.S. contribution to the construction of the ITER project.
Keating (D-MA) – Amendment No. 20 - Allocates funding to support research and grants to further innovation in the safe and secure storage, treatment, transportation, and disposal of spent nuclear fuel from civilian nuclear reactors.
Marshall (R-KS) – Amendment No. 21 - Reduces funding for the Office of Science by $20,000,000 and then increases the same number by $20,000,000.
Langevin (D-RI) – Amendment No. 22 - Increases funding by $3 million to be used for divertor test tokamak research and development.
Kihuen (D-NV), Titus (D-NV), Rosen (D-NV) – Amendment No. 23 - Strikes $190 million for the licensing of the nuclear waste depository at Yucca Mountain.
Gosar (R-AZ) – Amendment No. 24 - Eliminates all funding for Advanced Research Projects Agency-Energy and transfers the amount to the Spending Reduction Account ($325 million).
Jackson Lee (D-TX) – Amendment No. 25 - Increases Administration account by $1 million to address environmental concerns in both urban and rural settings.
Lee, Barbara (D-CA), Blumenauer (D-OR), Garamendi (D-CA), Kildee (D-MI), Lieu (D-CA), Cicilline (D-RI) – Amendment No. 26 - Reduces National Nuclear Security Administration-Weapons Activities by $65 million and increases Defense Nuclear Nonproliferation by the same amount.
Connolly (D-VA) – Amendment No. 27 - Reduces National Nuclear Security Administration-Weapons Activities by $97.219 million and increases Defense Nuclear Nonproliferation by the same amount.
O'Halleran (D-AZ) – Amendment No. 28 - Provides funding to expedite the work of the Department of Energy's Defense-Related Uranium Mines Program's work on Native American Reservations in the west.
Gosar (R-AZ), Gohmert (R-TX) – Amendment No. 29 - Uses the Holman Rule to reduce the salary of Mark Gabriel, the Administrator of the Western Area Power Administration, to $1.
Keating (D-MA) – Amendment No. 30 - Provides resources for the Nuclear Regulatory Commission to ensure safe and effective decommissioning of nuclear power plants.
Lowenthal (D-CA) [on behalf of Beyer (D-VA), Pingree (D-ME), Lowenthal (D-CA), Carbajal (D-CA), Huffman (D-CA), Langevin (D-RI), Castor (D-FL), Cicilline (D-RI), Bonamici (D-OR)] – Amendment No. 31 - Strikes Sec.505, which prohibits funds from being used for further implementation of components of the National Ocean Policy
Kihuen (D-NV), Titus (D-NV), Rosen (D-NV) – Amendment No. 32 - Strikes language that would prohibit closure of the Yucca Mountain project.
Newhouse (R-WA), Gosar (R-AZ), Schrader (D-OR), Crawford (R-AR), Tipton (R-CO), Gohmert (R-TX), DeFazio (D-OR), Lamborn (R-CO), Kilmer (D-WA), Lujan Grisham (D-NM), Carbajal (D-CA), McMorris Rodgers (R-WA), Heck, Denny (D-WA), McNerney (D-CA), Herrera-Beutler (R-WA), Blumenauer (D-OR), Black (R-TN), Bonamici (D-OR), Sinema (R-AZ) – Amendment No. 33 - Prohibits the use of funds to sell the transmission assets of three Power Marketing Administrations and the Tennessee Valley Authority.
Blackburn (R-TN) – Amendment No. 34 - Provides for a one percent across the board cut to the discretionary spending levels in Division A of the bill.
Jackson Lee (D-TX) – Amendment No. 35 - Allocates an additional $3 million for post-disaster watershed assessment studies.
Jackson Lee (D-TX) – Amendment No. 36 - Prohibits use of funds in contravention of the Department of Energy Organization Act and addresses the need to increase programs that educate minorities in science, technology, engineering and math.
Burgess (R-TX) – Amendment No. 37 - Prohibits using federal funds for the enforcement of standards established in the Energy Policy and Conservation Act with respect to BPAR incandescent reflector lamps, BR incandescent reflector lamps, and ER incandescent reflector lamps.
DeSantis (R-FL) – Amendment No. 38 - Prohibits funds from being used to purchase heavy water from Iran.
Norman (R-SC) – Amendment No. 39 - Reduces the total amount of appropriations made available by $1.5 billion to match the fiscal year 2018 enacted level.
Amendments to H.R. 5895 Made in Order under H. Res. 923: Division A – Energy & Water Nolan (D-MN) – Amendment No. 1 - Boosts the Army Corps' Aquatic Nuisance Species Research Program by $1 million.
Abraham (R-LA) – Amendment No. 2 - Increases Corps of Engineers Operations and Maintenance Account by $5,150,000 and reduces DOE Departmental Administration by $6,500,000.
Eshoo (D-CA), Stivers (R-OH) – Amendment No. 3 - Increases funding for the Office of Energy Efficiency and Renewable Energy by $1,000,000, with the increase intended to support the development and deployment of high-efficiency linear generator power plant technology which, for purposes of stationary electric power production, is equivalent to fuel cell power plant technology. Decreases funding for Departmental Administration by $1,000,000.
Perlmutter (D-CO) – Amendment No. 4 - Increases funding for EERE's Facilities and Infrastructure account by $5 million offset by a $5 million reduction to DOE's Departmental Administration account.
Hastings, Alcee (D-FL) – Amendment No. 5 - Increases funding for cybersecurity of the electric power grid, offset by funding for fossil energy research and development.
Kuster, Ann (D-NH), Welch (D-VT), Pingree (D-ME) – Amendment No. 6 - Increases funding for the Northern Border Regional Commission to further rural economic development and infrastructure initiatives along the Northern Border.
Rogers (R-AL) – Amendment No. 7 - Provides $24 million for construction of critical infrastructure in NNSA, with an offset from NNSA Federal Salaries and Expenses.
Jackson Lee (D-TX) – Amendment No. 8 - Allocates an additional $100 million for Army Corps of Engineers construction projects related to flood control.
LaMalfa (R-CA) – Amendment No. 9 - Prohibits the use of funds for enforcing the EPA's abandonment criteria for prior converted cropland.
Gohmert (R-TX), Gosar (R-AZ), Duncan (R-SC), McKinley (R-WV) – Amendment No. 10 - Prohibits the use of funds to prepare, propose, or promulgate any regulation or guidance related to the social cost of carbon.
Smith, Jason (R-MO), Gohmert (R-TX), Estes, Ron (R-KS), Gosar (R-AZ) – Amendment No. 11 - Prohibits the Army Corps of Engineers from closing or prohibiting recreational access.
Division B – Legislative Branch Kildee (D-MI), Murphy, Stephanie (D-FL), Gabbard (D-HI), Mast (R-FL) – Amendment No. 12 - Increases funding by $250,000 for the U.S. House of Representatives’ Wounded Warrior Program, which provides employment opportunities within the U.S. House for veterans with service-connected disabilities. Decreases funding for the Architect of the Capitol, Capital Construction and Operations account by an equivalent amount.
Esty (D-CT) – Amendment No. 13 - Increases funding by $500,000 for the Office of Employee Assistance under the Office of the Chief Administrative Officer of the House of Representatives to be pulled from the Architect of the Capitol, Capitol Grounds.
Gosar (R-AZ) – Amendment No. 14 - Eliminates funding in the bill for the Open World Leadership Center Trust Fund.
Meadows (R-NC) – Amendment No. 15 - Reestablishes a semiannual Government Accountability Office financial review of obligated expenditures from the Independent Counsel permanent indefinite appropriation, and requires the report’s findings to be submitted to the Committees on Appropriations of the House and Senate, the Committees on Oversight and Government Reform and Judiciary of the House, and the Committees on Homeland Security and Governmental Affairs and Judiciary of the Senate.
Takano (D-CA), Delaney (D-MD), Esty (D-CT), Foster (D-IL), Langevin (D-RI), Lieu (D-CA), Lujan (D-NM) – Amendment No. 16 - Appropriates $2.5 million to re-institute the Office of Technology Assessment (OTA) to help Congress understand emerging technologies and their policy implications. Offset by funds from an administrative account within the Architect of the Capitol.
Cohen (D-TN) – Amendment No. 17 - Prohibits the use of funds to purchase plastic drinking straws.
Blackburn (R-TN) – Amendment No. 18 - Provides for a one percent across the board cut to the bill’s spending levels. Accounts for the Capitol Police; Architect of the Capitol-Capitol Police Buildings, Grounds and Security; and Office of the Sergeant At Arms shall not be reduced.
Division C – Military Construction/Veteran’s Affairs Kildee (D-MI) – Amendment No. 19 - Increases funding in the BRAC account to ensure there is sufficient funding to prevent further contamination of PFAS at former-Wurtsmith AFB.
Torres (D-CA) – Amendment No. 20 - Directs the Secretary to use the DOD Base Closure Account to make funding available for the purposes of demolishing facilities closed by prior BRAC rounds.
Kildee (D-MI) – Amendment No. 21 - Creates a funding carve-out for the Vocational Rehabilitation and Employment account.
Ruiz (D-CA), Welch (D-VT) – Amendment No. 22 - Increases funding to VA Medical Services account from VA Medical Services account to conduct educational outreach to veterans to enroll in the burn pits registry, additional research using the registry, and other activities concerning the maintenance of registry.
Johnson (R-OH) – Amendment No. 23 - Calls on the Department of Veterans Affairs (VA) to develop a standard of hospice care tailored to the unique needs of combat veterans, including Vietnam-era veterans.
Ruiz (R-CA) [on behalf of Carbajal (D-CA)] – Amendment No. 24 - Directs the Secretary to change the phone system to have local Community Based Outpatient Center answer calls rather than having all calls routed to the major VA Medical Centers in an effort to reduce wait times for veterans on the phone and to provide more timely health services.
McSally (R-AZ) – Amendment No. 25 - Mandates that no less than $225,000,000 may be appropriated for VA mental health and suicide prevention programs.
Welch (D-VT), Ruiz (D-CA) – Amendment No. 26 - Provides $5 million to better assist veterans exposed to burn pits by improving the existing registry and increasing clinical research on burn pit exposure. Decreases the Community Care account by the same amount.
Barr (R-KY) – Amendment No. 27 - Transfer $5 million from the Department of Veterans Affairs Health Administration’s (VHA) Medical Community Care Account to the Medical Services Account for the explicit use for the VA’s Adaptive Sports Grant (ASG) program, equine assisted therapy.
Carbajal (D-CA) – Amendment No. 28 - Provides $8 million for the Veterans Transportation Program to assist veterans in attending to all their medical appointments in a timely manner.
Keating (D-MA) – Amendment No. 29 - Allocates funding for the VA to create an opioid abuse healthcare kit for community healthcare providers.
Keating (D-MA) – Amendment No. 30 - Allocates funding for administrative costs at the VA to ensure providers at VA health facilities complete a continuing medication course in pain management.
Johnson, Eddie Bernice (D-TX) – Amendment No. 31 - Requires the VA to report on how many delinquent payments by the VA to vendors and contractors there are and the total amount of money.
Connolly (D-VA), Norton (D-DC) – Amendment No. 32 - Ensures sufficient funds for the Department of Veterans Affairs Inspector General to provide rigorous oversight of the Washington, D.C. Veterans Affairs Medical Center.
Jackson Lee (D-TX) – Amendment No. 33 - Prohibits the use of funds in contravention of the U.S. Code regarding benefits for homeless veterans in training and outreach programs.
Jackson Lee (D-TX) – Amendment No. 34 - Increases the amount of funding for Supportive Services for Veterans Families by $2 million offset by a reduction of a $2.5 million in the funding for the V A's information Technology Systems.
Walberg (R-MI), Rutherford (R-FL) – Amendment No. 35 - Prevents funds from being used to implement, administer, or enforce a proposed rule by the VA to limit an injured or amputee veteran’s ability to choose a prosthetist or orthotist who meets his or her needs whether employed by the VA or on contract with the VA.
Eshoo (D-CA) – Amendment No. 36 - States that none of the funds made available by this Act may be used by the Army to convey the 17.1 acres of land and the 126 existing housing units known as Shenandoah Square in Mountain View, California.
Peters, Scott (D-CA) – Amendment No. 37 - Prohibits funds from being transferred from programs supporting veteran homelessness services.
Ratcliffe (R-TX) – Amendment No. 38 - Prohibits funds from being used to propose, plan, or execute a new round of Base Realignment and Closure (BRAC).
Flores (R-TX) – Amendment No. 39 - Directs the Department of Veterans Affairs not to alter an existing cooperative arrangement with a Medical School established under 38 U.S.C. 82.
